(Excerpt) The New Concept of Order Emerges . . .

The structure of international relations has been based primarily on relations between states, not developments within them. This was true whether under balance of power politics of the 19th century, superpower diplomacy of the last fifty years, or efforts at collective security as embodied in the United Nations. In all three variations, order rested fundamentally on a stable arrangement of power among states. States, in turn, were masters within their borders. This has been the hallmark of the international system that emerged at the end of World War II and the environment within which the United States has become the global superpower.

That system is drawing to an end. Three changes, likely to become more pronounced over the next 10-15 years, will render traditional approaches insufficient:

Iran begins naval drills in Strait of Hormuz

Iran plans to practice its use of submarines, surface-to-sea missile systems, torpedoes and drones

Iran’s navy has started a 10-day drill in international waters near the strategic oil route that passes through the Strait of Hormuz.

The exercises, dubbed “Velayat 90”, could bring Iranian ships into proximity with United States Navy vessels in the area. “Velayat” is a Persian word for “supremacy” and it is currently used as a title of deference for the Iran’s Supreme Leader Ayatollah Ali Khamenei.

After scattered popular demonstrations around the world, protesters are planning the next step: This time, it’s a global movement for change, set to kick off Saturday, Oct. 15.

But what exactly is “United for Global Change”? Its exact goals are a little vague, though uprising seems to be the key:

“Intolerable situation — corrupt system — global outrage. Tunisia, Egypt, Spain, Greece, Chile, Israel, India, USA. It’s time for us to unite. It’s time for them to listen. People of the world, rise up!” a video for the movement says.
